android : use "ci-android" branch for CI (#7341)
* android : use "ci-android" branch for CI
* ggml : disable SIMD exp and silu for 32-bit ARM
ggml-ci
* android : do not fetch, use add_subdirectory instead
* cmake : provide binary dir
