core changes:
- PROTOCOLDESCRIPTOR's implementation hidden inside mir_app; - Proto_RegisterModule now doesn't need a PROTOCOLDESCRIPTOR structure; - PROTOTYPE_PROTOWITHACCS type added for protos that work with accounts
